José Velilla (“V”) is a systems-oriented leader who translates visionary ideas into structured, responsible execution.
As Program Director at the Pravan Foundation, he builds the operational backbone behind complex initiatives; aligning teams, timelines, and resources so innovative programs can be executed ethically, sustainably, and at scale. With a foundation in systems thinking and organizational design, V brings clarity to complexity while maintaining deep respect for the human realities these programs are meant to serve.
His leadership is shaped by lived experience navigating health adversity, which strengthened his commitment to whole-person models of care that honor the interconnected nature of body, mind, and environment. He believes that meaningful paradigm shifts in mental health require both bold vision and disciplined implementation, which is why he works at the intersection of both.
Across his work, Velilla remains dedicated to being part of Puerto Rico’s evolving mental health ecosystem through initiatives that are visionary in scope, grounded in integrity, and built to last.
